MANTECA, San Joaquin County — October 23, 2026. Purchasing a house in Manteca does not automatically grant permission to rent it to tourists on a nightly basis. The city’s Short-Term Rentals & Lodging program sets a series of restrictions, including a 270-day primary-residence requirement, room limits and separation from other permitted rentals. Anyone considering a home-sharing business should calculate eligibility before assuming income from booking platforms.

Who may apply?

Manteca defines a short-term rental as lodging for fewer than 30 consecutive days, including home sharing. According to the municipal information, permits are available only for qualifying primary residences in certain residential zones: R-1, R-2 and R-3. The owner must live and stay at the home for at least 270 calendar days per year. A separately owned vacant investment house cannot simply be treated as a qualifying primary residence without satisfying these conditions.

There is also a 100-yard restriction

Under the city’s published rules, the proposed property’s boundary cannot be within 100 yards of an existing permitted short-term rental. The city also limits a short-term lodging permit to two rented rooms per dwelling. This can block a proposed venture even when the underlying property is in an eligible zone. Confirm existing nearby permits and the city’s measurement method directly with Finance rather than relying on visual estimates from a digital map.

What guest limits apply?

Manteca’s published guidance says an owner cannot rent a lodging unit to a transient user younger than 25. The qualifying guest who made the booking must be present during the stay. The city’s room-occupancy provision generally allows no more than two adults and one child per room, with different child-occupancy conditions when a parent or guardian is present. The ordinance also lists a two-vehicle maximum per booking and controls on pets and neighborhood nuisances. These details are important both to property operators and neighbors concerned about overcrowding.

What needs to be submitted?

Operators must obtain a Short-Term Rental and Lodging Permit and a municipal Business License, collect and remit required transient occupancy taxes, post emergency contacts and display the applicable permit and operating conditions. The city’s application instructions call for a property floor plan, intended rental-room locations and parking spaces, nuisance-response plan, ownership proof and evidence that the property is the owner’s primary home.

Before accepting the first booking

Verify the property’s zoning, its distance from other licensed rentals, current code, business-license status, guest limits and tax account. A listing already shown on a vacation platform is not proof of legal authorization. The city’s Short-Term Rentals page lists 209-456-8730 for questions.
