MANTECA, San Joaquin County — October 23, 2026. If a contractor quoted a homeowner a building permit fee last year, that number may be out of date. Manteca’s Development Services document center lists a Development Fee Schedule dated August 15, 2026, along with a Development Fee Estimate Application and current Accessory Dwelling Unit resources. The city provides these files so property owners can prepare a better application and avoid unexpected charges.
Why are separate fee documents important?
There is no single universal “ADU fee” that applies regardless of location or design. Permit reviews can involve building, planning, utility, public improvement, school or other agency requirements. Some charges may depend on the work’s square footage, use, water and sewer connections, whether additional electrical capacity is needed and other conditions. Read the latest city fee schedule but ask the department for a site-specific estimate before budgeting construction.
Which document should homeowners open first?
The Manteca documents directory includes an ADU Hold Harmless form and a 2026 HCD ADU Handbook. It also lists an ADU example of a complete permit application and checklist under its AB 2234 section. These are useful starting points for understanding what information must accompany a permit. A checklist example is not automatic acceptance for every parcel or construction design.
How can plans be submitted?
The site provides instructions to create an Accela Citizen Access account, apply for a permit, upload plan documents, review the status of an application, make payments and schedule inspections. It also lists building-permit and master-plan processing flowcharts. Owners can review these resources to understand stages of city approval and which additional comments might require corrections before permit issuance.
Are there reductions for some projects?
The city’s public document index includes an Infill Fee Reduction Zone Map. That is a reason to ask whether a particular property and project are eligible for any fee reduction; it is not evidence that a newly purchased lot automatically qualifies. Likewise, California ADU law limits certain local fees, but the exact amount due should be determined by the city using the currently applicable provisions and a complete site plan.
What if old construction was never permitted?
Manteca also lists a Building Permit Amnesty Program Guidebook and associated forms. This is a separate topic from submitting a new ADU application. Owners of existing unpermitted work should consult the city’s current program terms before assuming that an older structure can be legalized without inspection or code compliance.
